About the role

This is a critical role in the scaling of Elder to ensure that we are delivering outstanding care through our introductory and CQC regulated service and will be appointed as Elder’s Caldicott Guardian.  You will be accountable for recruiting, building and leading a high performing clinical team, ensuring that systems, processes, policies and procedures are built, maintained and up to date. 

You will contribute as a leader at a strategic level, ensuring that clinical excellence is a strategic pillar of our business and a source of competitive advantage to Elder. You will lead and role model organisational culture and values in order to achieve our goals, setting the direction for the clinical and care teams.  

Working cross-functionally across the business you will ensure the provision of a safe, high-quality service enabling individual needs and organisational priorities to be met in accordance with available resources.

What you’ll be responsible for

  • Compliance
    • Maintaining a high-quality service by working in partnership with colleagues to manage services. 
    • Ensuring the service meets, and exceeds, the requirements of the Health & Social Care Act 2008 (Regulated Activities) Regulations 2010, compliance with the National Minimum Standards and Regulations and CQC and other regulatory requirements and the Care Quality Commission guidance ‘Essential Standards of Quality & Safety.
    • Ensuring the delivery of safe, personalised services to each individual service user through assessment, person-centred planning and regular outcome focussed reviews of services.
    • Ensuring compliance with Elder Development & Training and Supervision Policies.
  • Quality Assurance 
    • Implementing and maintaining an effective quality assurance programme to promote high quality, best practice and continuous improvement of services in line with Elder Quality Assurance Policies.
    • Delivering services effectively and efficiently and have clear monitoring procedures and processes in place to ensure standards are continually met.
    • Ensuring good and safe practice in all activities relating to service 
    • Putting systems in place to guide, monitor and evaluate care and services provided.
    • Lead the development and amendment of policy and practice arising from audit outcomes, complaints and incidents.
    • Resolving all complaints in accordance with Elder Complaints & Compliments Policy within demanding SLAs. 
    • Evaluating services through regular reviews, annual service user questionnaires, analysis of complaints & compliments etc. 
    • Implementing the Elder Care Governance Framework to continuously improve services, care and support. 
  • Service Delivery
  • Ensuring the delivery of person-centred care/support services that promote independence, choice and dignity to empower people to live as independently as possible. 
  • Ensuring care/support services are structured in a way that provides flexibility, reliability and continuity. 
  • Ensuring that services are accessible to service users, staff and stakeholders to exacting SLAs and using technology to enable service provision wherever possible.
  • Ensuring the development of robust systems and procedures. 
  • Ensuring the service is appropriately resourced with the right number of suitably qualified, skilled and experienced staff in collaboration with the Carer success Team.
  • Ensuring that all new referrals are responded to in a timely manner in line with contractual and organisational timescales. 
  • In collaboration with Carer success team, working to oversee the coordination of care workers across all areas. 
  • Delivering services that ensure the Organisation’s duty of care to the service user and staff providing the service. 
  • Ensuring good communication and links with all stakeholders with regard to the provision of services including commissioners, service users, relatives, social work teams etc. 
  • Ensuring that the Clinical team is up to date with all best practice and guidelines and are embedded into current practice.
  • Ensuring the clinical team sets and achieves aggressive KPI targets to continually improve performance.
  • Ensuring that a robust integrated governance model is written, maintained and embedded within the company


  • Service development
    • In partnership with the senior management team participating in the strategic development of the organisation and assisting with the identification and development of strategies for the planning and delivery of quality, innovative domiciliary services. 
    • Growing and developing services by increasing delivered hours and maximising referral opportunities
  • Team Management and Leadership
    • Managing a large team both involved in the management and direct provision of the service, 
    • Accountable for the effective implementation of clinical policies and procedures to enable the provision of high quality and safe service through an engaged and clinically educated and engaged staff
    • Ensuring that there is a coordinated and consistent approach to service provision that is cost-effective and efficient making the best use of allocated resources.
    • Identifying recruitment needs and developing plans to ensure the service is appropriately resourced with capacity for growth. 
    • Being routinely involved in a range of human resources/staff management duties including but not limited to workforce planning to agreed KPIs, recruitment selection, training and development, etc. 
    • Develop effective working relationships with key stakeholders such as local authorities, councils, suppliers and so on.
    • Ensure training delivered to ensure best practice followed / clinical supervisions/validations and responsible for ensuring that all colleagues receive clinical supervision in accordance with professional guidelines and carry out management supervision as appropriate
  • Resource Management
    • Proactively managing delegated budgets ensuring efficient use of resources.
    • Developing operational controls in partnership with the senior management team to ensure a commitment to cost-effectiveness and value for money. 


Need to have

  • Qualified clinician
  • Prior experience as a Head of Clinical at a CQC regulated organisation
  • Level 5 Diploma in Health & Social Care or Degree in Social Work/Nursing
  • Management experience, hiring and building teams 
  • A passion for customer service and support 
  • Ability to thrive in a fast-growing and ever-changing environment 
  • Previous experience as a Registered Manager of a CQC registered service
  • Evidence of relevant professional development, both clinically, managerially, ideally with registered qualification with the NMS and HCPC
  • Up-to-date CPD in a chosen practice area
  • Knowledge of the CQC legislation and standards

Nice to have

  • Experience of working in the care sector
  • Experience working across more than one clinical speciality or discipline
  • Understanding of service design, clinical pathways and system reform
